Autonomous systems operate within policy boundaries. Authority is explicit, review-gated, and auditable.

Evidence by default

Every action produces a record. Coordination without evidence is not coordination — it is speculation.

Safe escalation

When systems encounter boundaries they cannot resolve, escalation follows governed paths — never silently.

Human exception paths

Humans remain in the loop for legal gates, unresolved authority conflicts, and final external commitments.
